  • From Sketch to Safe Structure: Why Temporary Works Design Briefs Matter

    A concept is not a design Event structures often begin with a simple idea. It might be a sketch on paper, a supplier concept, a 3D render, or a previous build that someone wants to adapt for a new site. That is completely normal. Most creative event projects start that way. The problem starts when the concept is treated as though it is already a design. A sketch can show what something might look like, but it does not prove: How the structure is supported How loads transfer safely to the ground Whether the structure is stable in wind Whether the ground can take the load Whether modifications have weakened the structure Whether people can safely access or use it Whether an independent design check is required This is where temporary works planning becomes important. From sketch to structure — turning event concepts into safe, buildable designs A recent example: an elevated DJ booth between container bars A recent project involved a proposed elevated DJ booth positioned above and between modified shipping container bar units. Visually, the idea worked well. Two lower container bars. A raised DJ booth in the middle. A clear opening beneath. A strong event look. But from a safety and temporary works point of view, there were some major questions that had to be answered before anyone could safely build it. The lower containers were not standard, unmodified shipping containers. They had been altered to create open serving fronts for bar use. That matters. Once a container is cut, opened up or modified, it cannot automatically be assumed to retain the same structural capacity as an original container. The side walls, rails, posts and panels may all contribute to the container’s strength and stiffness. So the key question became: "Can the modified lower container bars safely support the elevated DJ booth above them?" That is not something to guess. It needs formal temporary works design. Temporary Works Design Brief - What needed to be considered? The temporary works design brief identified the key issues that needed to be assessed by a competent engineer. These included: Load transfer from the upper DJ booth into the lower containers Whether loads could be transferred through container corner posts or primary frame members Whether spreader beams, grillage, bracing or independent supports were required Whether the open bar fronts reduced the strength or stiffness of the lower containers Whether the DJ booth could safely span between the two lower containers How the upper booth would be fixed, locked or restrained Wind loading, uplift, sliding and overturning Ground bearing and pad sizes Maximum occupancy and equipment loading Rear stair access and edge protection Whether people could safely pass beneath the structure once installed Inspection and handover before use The point was not to produce the structural design ourselves. The point was to create a clear, structured brief so the appointed engineer knew exactly what needed to be assessed. Why the design brief matters A temporary works design brief sits between the concept and the formal design. It helps turn “We want to build this” into “This is what needs to be designed, checked and controlled before it can be built.” A good design brief helps: Define the structure and intended use Identify key design risks early Confirm what information the client and installer must provide Set out what the engineer needs to assess Clarify what drawings, calculations and design outputs are required Identify whether an independent design check is needed Create an action tracker so responsibilities do not get lost Without that step, clients can end up with a dangerous gap between the creative concept and the actual design responsibility. Turning event concepts into safe, buildable temporary structures through proper design briefing and engineering control. Temporary works responsibility can easily fall into a grey area Many event organisers and suppliers do not have a Temporary Works Coordinator already appointed. That does not mean the responsibility disappears. If a temporary structure is being built, especially one that is elevated, bespoke, modified or used around the public, someone needs to make sure the design process is properly controlled. That includes asking: Who is appointing the temporary works designer? Who is checking the design? Has the design considered build, live use and de-rig? Has the structure been inspected before use? Are the design assumptions valid for the actual site? Has the installer built it exactly as designed? A design brief does not replace the engineer or Temporary Works Coordinator, but it helps the client understand what needs to happen next. It also helps prevent the common mistake of relying on “we have done something similar before”. Similar is not the same as designed. Why a Category 3 design check may be needed For higher-risk temporary works, an independent design check may be required. In this type of arrangement, a Category 3 independent design check may be appropriate because the structure may be: Elevated Bespoke or non-standard Built from modified structures Positioned above or near public areas Subject to wind uplift and lateral loading Reliant on accurate positioning and load transfer Used within a live event environment A Category 3 check means the design is reviewed by a competent engineer who is independent from the original designer. That check should review the calculations, drawings, load path, container suitability, connections, ground bearing, wind loading, build sequence, operational limits and handover requirements. For the client, this provides a much stronger level of assurance before the structure is installed or used. A sketch is the start, not the finish Creative concepts are important. Events need bold ideas, good visuals and practical supplier input. But when those ideas involve temporary structures, especially elevated platforms, containers, stages, scaffold, viewing decks or public-facing installations, the concept must be taken through a proper design process. Events may be in scope where they meet the qualifying event criteria. In practical terms, an event is likely to need closer review where: it is accessible to the public; it has controlled entry, such as tickets, passes, wristbands, accreditation, payment or checks; it is reasonable to expect 800 or more people to be present at the same time; it is not already covered as part of enhanced tier premises. Examples could include festivals, concerts, outdoor events, ticketed public gatherings, large seasonal events, sporting events or temporary venues. For event organisers, this means Martyn’s Law needs to be considered early during planning, not added at the last minute. Event based security controls Who is responsible?
